All side wheel steamers shall have at least one water-tight bulkhead forward, and one abaft of engine and boilers. Propellers shall have a water-tight bulk-head at the forward and after ends of freight hold. Bulk-heads must be built and fastened in a substantial and workmanlike manner.

All steam vessels shall have double gangway shutters, one to be shipped on the outside, and to be well secured.
